Cemetery Rules and Regulations Updates
The City of Danville’s Cemetery Committee, which is comprised of seven (7) appointed community members is responsible for reviewing and updating the Cemetery Rules and Regulations for the two cemeteries owned and operated by the City of Danville, Hilldale Cemetery and Bellevue Cemetery.
The Rules and Regulations are in place to maintain a clean, safe and reverent space of remembrance for our loved ones here in the City of Danville. The current rules and regulations were drafted in 2006 and can be found here.
Both cemeteries operated by the City of Danville have grown significantly since 2006, prompting a review of the rules and regulations as maintenance of the cemeteries and enforcement of the rules and regulations has proven more challenging as a result.
The proposed updates have not been passed or approved by the City of Danville Board of Commissioners (City Commission) at this time as the City Commission have requested they be posted for a period of 90 days to receive public comment.

The updated rules and regulations include these changes:
- Holiday Burials: The Holiday Burial Schedule now aligns with City Holidays.
- Flowerbeds: Flowerbeds will no longer be permitted as they pose significant challenges to grounds maintenance
- Special Occasions (relating to decorations): These changes pertain to the dates and length of time that decorations or artificial arrangements may be displayed on special occasions. Christmas was added to this list and the new regulations would allow 10 days to remove such arrangements after the special occasion date instead of the current limit of 5 days.
- Grandfather Rules: While the 2006 Rules and Regulations prohibit any ground decorations including benches, statues, or shepherd’s hooks, many of the ground decorations present in the cemeteries were loosely permitted due to a “grandfather” exception. The updated rules and regulations remove the “grandfather rule” ensuring equal enforcement of rules and regulations. Any decorations must be affixed to the monument/headstone including flower arrangements, lighting, or otherwise, and removed from the ground.
